Indicator description

Numbers of completions of new dwellings, by type of dwelling (detached/medium/high density). Can be calculated as percentage of housing stock. Building approvals data, which is available by census collectors district in Tasmania, is used as a proxy for dwelling completions.

Why is it indicative

Numbers of dwellings constructed is both a response to housing shortages, and a pressure on resources, such as land, infrastructure, materials and energy. Building approvals is also an approximation of urban and residential change. Building approvals more specifically demonstrate the construction of new dwellings, which occurs as new subdivision and building upon previously non urban land (urban expansion), or development of vacant land within residential/urban area (urban consolidation). Whilst non-private dwellings (e.g. motels) are included in the data presented below, the majority of approvals relate to the development of private dwellings, and therefore provide a reasonable demonstration of residential change.

What does the data show

  • In recent years, new dwelling completions have comprised about 1% of the total housing stock (201,815 dwelling units at the 1996 Census).
     

  • Private sector activity overwhelmingly dominates home building.
     

  • The public sector has not been active in housing provision in recent years compared to previous decades when large scale broad-acre housing development was at its peak.
     

  • There has been a fall of 62% in building approvals between 1994-95 and 2000-01.
     

  • The number of dwelling unit commencements also declined for the period 1994-95 to 2000-01 by 65% from 3,142 to 1,115 units (ABS Cat. No. 8750.0).
     

  • In Hobart, the construction of dwellings in the financial year of 2000-01 occurred primarily in outlying CDs, and in areas dominated by low-density subdivision and single land-use development. South Arm, Tinderbox Peninsula, and the rural portion of the Sorell municipality included the CDs with the highest rates of for building approval.
     

  • A continuation of the residential growth in the suburbs of Tranmere, Otago and Ten Mile Hill is also evident. Residential development in suburbs closer to Hobart is also evident with contributions through subdivisions such as Tolmans Hill near the Southern Outlet outside of Hobart.
     

  • In Launceston, the construction of dwellings in the financial year of 2000-01 also occurred primarily in outlying CDs. Blackstone Heights, Legana and around Norwood was some of the suburbs and centres experiencing greatest dwelling approvals over the period.
     

  • There is also evidence of increasing inner city boost in dwelling commencements in Hobart, with the prospect of increasing populations in these older established inner areas.
     

  • On the north-west coast, the construction of dwellings in the financial year of 2000-01 occurred primarily in CDs at or near Port Sorell, Devonport, Ulverstone and Turners Beach.
     

Data

Data on dwelling completions at the state level are available through ABS building activity reports (ABS 2001, Cat. Nos. 8750.0 and 8752.6). However, such data are not available for urban centres or for local government areas. In order to provide some indication of building activity at these scales, it is necessary to resort to building approvals information.

Although completion of new dwellings is a major economic indicator, it remains limited because it makes few if any connections between financial and social aspects of housing such as between the cost of houses being built and the ability of thosewho need houses to pay for them. Moreover, the measure also does not explicitly link housing to energy and other resource use, nor to transport and other infrastructure provision, and thus-in terms of sustainability-is unhelpful.

Dwelling completions, greater Hobart 1992-02

There is no readily identifiable pattern to housing completions in Greater Hobart over the last 10 years. Rapid development in the Channel area from 1996 is identifiable while increasing development on South Arm is noticeable from 1994. A noticeable increase in housing development is apparent on the eastern shore around Acton and Cambridge from 1994.

After 1997, there is an apparent movement of housing completions to Sorell and the eastern shore. In terms of buildings completed, Dodges Ferry was clearly one of the more popular locations for development in the period 1992-97.

Development beyond Sorell as well as in Clarence including such places as Cremorne is apparent. Development closer to Hobart was identifiable in housing completions between 1997-02. Tolmans Hill is identifiable as once of the rapidly developing areas although the distribution of housing completions remained highly dispersed across greater Hobart in the period 1997-02.
