Objective

To facilitate the implementation, coordination, consistent interpretation and evaluation of the State Coastal Policy 1996.

It is recommended that the State Government forms the Coastal Policy Advisory Committee as a priority.

Actions taken

Since the previous SoE Report (1997), the State Coastal Advisory Committee was established in 1998 under the State Coastal Policy 1996. However, in June 2002 a Supreme Court ruling found this Policy to be ultra vires due to the vagueness of the definition of the 'Coastal Zone'. The Advisory Committee also underwent a separate review of its terms of reference and membership, and has not met since 2001.

More recently, the State Coastal Policy Validation Act 2003 came into effect. This Act replaces the former definition of the Coastal Zone in the State Coastal Policy 1996 and reinstates the Policy. The Act also validates all previous decisions made under the Policy.

The State Coastal Policy is now under review, and the institutional arrangements for the policy, including the State Coastal Advisory Committee, are also under review.
